CELPIP (Canadian English Language Proficiency Index Program) is a computer-based English test designed to measure real-life English proficiency. It is developed and administered by Paragon Testing Enterprises, a subsidiary of the University of British Columbia. Unlike academic English tests, CELPIP focuses on everyday situations: communicating with co-workers, interacting with friends, understanding newscasts, and responding to written materials.
Who Accepts CELPIP?
CELPIP is accepted by Immigration, Refugees and Citizenship Canada (IRCC) for permanent residency and citizenship applications, including Express Entry (Federal Skilled Worker, Canadian Experience Class, Federal Skilled Trades), Provincial Nominee Programs, and Canadian citizenship.
The test is also approved by the Australian Department of Home Affairs (DHA) for visa applications. Certain professional certification bodies in Canada accept CELPIP scores as proof of English proficiency.

All four sections are completed in order in a single sitting. Total test time is under 3 hours. Listening and Reading are scored automatically (correct or incorrect). Writing and Speaking are evaluated by trained human raters on four dimensions: Content/Coherence, Vocabulary, Readability (or Listenability for Speaking), and Task Fulfillment.
Scoring: CELPIP, CLB, and CEFR Equivalencies
Each section receives a CELPIP level from M (minimal) to 12. These levels align with Canadian Language Benchmark (CLB) levels and the Common European Framework of Reference (CEFR).

For Express Entry, CLB 7 in all four skills is the minimum for Federal Skilled Worker eligibility. Competitive candidates aim for CLB 10 (CELPIP 10) or higher to earn maximum Comprehensive Ranking System (CRS) language points. For Australian visa applications, "Competent English" requires at least CELPIP 7 in each component; "Proficient English" requires CELPIP 9 Listening, 8 Reading, 10 Writing, and 8 Speaking.
How to Register
- Create an account on celpip.ca. All registration is done online.
- Select your test type: CELPIP General (4 skills) or CELPIP General LS (Listening and Speaking).
- Choose a date and location. Tests are offered in 40+ countries including Canada, India, the Philippines, UAE, Australia, the UK, the US, and more.
- Pay the test fee.
During registration, you must select your test purpose: Canadian permanent residency (PR) or temporary residency (TR), Canadian citizenship, Australian visa, professional designation, or university/college admission. Selecting the wrong purpose can result in your score report being rejected by IRCC or other institutions. Double-check this before submitting.
Book your test at least 4-6 weeks before your application deadline. Popular test dates fill up fast, and you may need time to retake if your score does not meet your target.
Test Day Policies
- Arrive 45 minutes early. Check-in closes 15 minutes before the scheduled start time. Late arrivals are denied entry with no refund.
- Cancellation: 7+ days before the test date qualifies for a 50% refund. Less than 7 days receives no refund.
- Transfer: You can transfer to a different date/location for a $50 CAD fee (if requested 7+ days in advance).
- Retake policy: You may take the test no more than once every 5 calendar days.
Results and Score Reports
Results are available online within 2-4 business days. The PDF score report is official and accepted directly by institutions. If you provide your UCI (Unique Client Identifier) during registration, IRCC receives your scores electronically. You can also send additional score reports to designated organizations for a fee.
Preparing for the Test
- Take the free official practice tests on celpip.ca to learn the format and question types.
- Practice all sections. Writing and Speaking are scored by human raters on specific criteria. Review the scoring rubrics to understand what evaluators look for.
- Simulate exam conditions. The real test is timed and completed in one sitting. Practice under timed conditions to build stamina.
- Focus on your weakest section. Your CLB level for immigration is determined by your lowest section score. One weak area limits your overall result.
